How do I keep away unwanted visitors to our community garden ? - how to makelimberjack

I come from India. My house overlooks a communal garden that we all fought to maintain and preserve the beauty. Today it has become a reference source for unwanted visitors.
They are normal in young adults and couples in neighboring cities.
Usually we see a decrease in inappropriate behavior. Although the region could be well lit, do not prove a deterrent. When asked politely to leave the often abusive and profane, the people of all age groups (children and seniors). Even if only marginally with obscene language and making obscene comments.

They also buy food from soup kitchens. And it seems that the treatment of open areas such as parks and tourist areas! Every day we face with plastic, food wrappers and sometimes fall - even liquor bottles scattered about.
